摘　　要：水是万物之源(原),其本质和功能是势(下)、柔(流、弱)、刚、容、和、善、恶;治水关系到治国安邦的国家大事,而人与水关系是以水为美则水美、以水为恶则水恶;故人类处理人水关系是:以"水容为大、以水为尊、以水为师、人水合一(和谐)"的原则。Water,as the origin of all the things,has the properties of downwardness,flexibility (liquidity and softness),vigorousness,inclusiveness,harmoniousness,agreeableness and destructiveness and water conservancy and control plays an important part in national construction and stability.Since the value of water depends on its conservancy and utilization by people,its control should follow the principle of harmonization of relationship between water and human beings with the latter’s full awareness of water’s powerful inclusiveness,priority and importance.
