摘　　要：在对福建省属公益类科研院所的科技创新资源及运行制度与机制进行调研的基础上,分析总结福建省属公益类科研院所创新资源与创新能力的特点,揭示制约福建省属公益类科研院所自主创新能力提升的关键因素,并提出相关策略。on the basis of the investigation of the scientific innovation resources of provincial scientific research institutions for public welfare in Fujian and these resources′ operating systems and mechanisms,this paper summarizes the characteristics of the innovation resources and capabilities of provincial scientific research institutions for public welfare in Fujian,reveals the key factors constraining the enhancement of independent Innovation capabilities of provincial scientific research institutions for public welfare in Fujian,so as to provide references for decision making on improving innovation management and operating mechanisms within technology management departments and provincial scientific research institutions.
