摘　　要：2011年3月15日，中国人民银行发布《中国人民银行关于推进金融IC卡应用工作的意见》（以下简称《意见》），决定在全国范围内正式启动银行卡芯片迁移工作，“十二五”期间将全面推进金融IC卡应用，以促进中国银行卡的产业升级和可持续发展。March 15, issued by the people's bank of China on'the PBC on promoting financial IC card application work opinion', decided to formally started Bank card chip migration work from nationwide,and promoting financial IC card application during 12th five-year , in order to promote the Chinese bank card industrial upgrade and sustainable development. The PBC relevant departments’ chiefs will explain the 'opinion'on the introduction of the background, target planning, implementation strategies of solutions.
