转型背景下的广播电视大学系统建设现状与对策分析

摘　　要：《国家中长期教育改革和发展规划纲要(2010～2020年)》要求"办好开放大学"给中央广播电视大学暨电大系统,带来了新的机遇和挑战。电大系统历经30多年的建设发展,远程开放教育、非学历教育学生规模不断扩大,师资规模与时俱增、师资水准稳步提升。"电大系统建设推进工程"的实施强化了电大系统的综合实力,但也存在着诸如基层电大发展的不平衡和不稳定性、师资队伍与办学规模的发展不相适应等问题,如何有效解决问题,按照"办好开放大学"的要求,顺利地将中央电大的系统建设转型为国家开放大学的系统建设是中央电大面临的重大课题。＇The open university should be operated well＇ is pointed out in the National Plan for Medium and Long-term Development and Reform of Education（2010～2020）,so that the new opportunity and challenge are brought to the Open University of China.After three decades＇ development,the enrollment scale for open distance education and non-degree education have been enlarged constantly,at the same time,the scale and quality of academic staffs have been improved steadily.Although comprehensive strength of the Open University system was intensified by the Promoting Project in Construction of the Open University system,there are still a few drawbacks existing in construction of the Open University system.For instance,the number of Open Universities at prefecture levels and grass-roots is not sufficient;the unbalance in scale of enrollment and academic staffs in different areas;the number of part-time teachers has been decreased gradually.However,it is hoped that the Open University of China will successfully transit the former system into the National Open University system.
