摘　　要：妥善解决宗教教职人员社会保障是民生建设的组成部分,具有重要现实意义。它体现了社会公正,是充分实现宗教信仰自由的基础,是积极发挥宗教教职人员社会作用的保障。当前,对宗教教职人员社会保障问题还存在着观念上不完全接纳,政策、法规不健全、参保率低,缴费、户籍、年龄限制等方面的问题。为此,应该通过大力宣传,转变观念;制度创新,设计适应教职人员特点的制度,实行分层分类保障;加强政府责任,全面提升教职人员社会保障水平。The social security of the clerical personnel of China is important as it reflects social justice and it is the basis for the freedom of religious belief and the guarantee for the clerical personnel playing active social role.Currently,there are still various problems of the social security of the clerical personnel,for instance,their passive attitude,the imperfectness of policies and regulations,the low rate of joining insurance,etc.Thus,the publicity of social security is required to change the ideas of the clerical personnel,in addition to designing a social security system for the clerical personnel,implementing it hierarchically,as well as strengthening governmental responsibility to raise the overall level of social security.
