摘　　要：对Ｃ２ （Ｃｏｍ ｍ ａｎｄ ａｎｄ Ｃｏｎｔｒｏｌ） 系统、Ｃ２ 过程和军事决策过程之间的关系进行了阐述，对军事决策过程的变迁进行了阐述和分析。提出了军事决策过程的军事需求和技术需求的概念。最后指出指挥控制参考模型是确定这两种需求的新途径。This paper explains the relations am ong C2 system s,C2 processes,and the m ilitary decision m aking process,discusses and analyses them ilitary decision m aking process'svicissitude,puts forward the conceptofm ilitary requirem entand technology requirem ent of the m ilitary decision m aking process.Finally,itpoints outthe com m and and controlrefercece m odelis a new m ethod to develop these tw o requirem ents.
