摘  要:学前教育是重要的民生问题。学前教育改革是推进基本公共服务均等化建设的必然。目前,存在学前教育要素投入结构不合理、民办园与公办园结构失调、管理体制不协调、群众需求与学前教育资源供需失衡、城乡和区域之间学前教育发展不均衡等五大结构性矛盾。责任型政府和基本公共服务均等化的理念是解决这些矛盾的基本视野。为此,应逐步建立完善全民学前教育公共服务保障体系,在推动公办民办协调发展,统筹区域和城乡学前教育协调发展,推进学前教育公共治理上加强公共政策设计。preschool education is very important to people's living. The reform of preschool education is the necessity to advance the construction of melting equally of basic public service. At present, there are five great structural contradictions n preschool education, the key element input structure of preschool education is unreasonable, the non-governmental garden and state-run garden structure lack proper care, management system is incongruous, masses" demand ,with the supply and demand of preschool education resource is unbalanced .the Responsibility of the government and equal idea of basic public service are the main visual field which solves these contradictions. For this reason, we should set up and improve of preschool education progressively, strengthen the public policy and design on promoting the coordinated development of non-governmental garden and state-run garden, promoting the regional development of preschool education, advancing the public management of preschool education.
