企业参与公益性信息资源开发利用的发展现状与长效机制研究

摘　　要：回顾我国企业参与公益性信息资源开发利用的发展历程和主要类型,总结目前我国企业参与公益性信息资源开发利用活动存在的若干不足之处,包括社会关注度有待提高、沟通渠道尚未建立、管理制度不完善、缺乏对公益性信息资源使用和管理的必要监督等。针对上述问题,提出构建我国企业参与公益性信息资源开发利用的四大长效机制,包括宣传机制、管理机制、激励机制和监督机制等。This paper firstly reviews the history and types of enterprises＇ participating in public weffare information resources＇ development and utilization in China, then concludes the inadequate of it, including the deficiency of social attention, the lack of communication channel, the imperfect of management system, as well as being in short of supervision on the usage and management of public welfare information resources. According to these problems, this paper proposes that we should construct a long-term mechanism of enterprises＇ participating in public welfare information resources＇ development and utilization which is composed by promotion mechanism, management mechanism, incentive mechanism and oversight mechanism.
