摘　　要：首先分析了传统的科技计划项目管理中存在的制度问题,然后从制度角度分析了第三方评估咨询制度下科技计划项目管理各阶段参与者相互关系的规则;进一步从科技计划项目管理的特点提出了第三方评估咨询制度的全面构建策略,并以国家文物局为背景,分析总结了第三方评估咨询制度的构建程序。This paper firstly analyzes the system problems of the traditional ST planned project management,and then analyzes the rule of mutual relationship between participants in the various stages of ST planed projects under third-party evaluation consultation system.It puts forth the model of building the third-party evaluation consultation system according to the characters of ST planned project management.Furthermore,it analyzes and summarizes the construction of the third-party evaluation consultation system of the State Administration of Cultural Heritage.
