摘  要:调查发现,随着政府"家电下乡"政策的实施,河北省农村居民家庭拥有电脑的数量增长迅速,但农民的信息素质较低,对互联网传播信息的认识有偏差。这不仅关系到农民自身对电脑和网络信息的利用,而且关系到能否正确引导农村青少年认识与利用互联网,关系到新农村建设和乡村文明建设。农民的信息素质亟待提高。为此,提出组织专家对农村居民实施面对面的网络文化信息素质教育与培训、编写便于农民阅读的"网络资源使用指南"、利用高校大学生的暑期社会实践为农民普及电脑使用知识、加强农村义务教育中网络文化信息素质教育等四个方面的对策与建议,以便为河北省政府部门制定提高农民素质的相关政策提供可参考的依据。According to our survey,with the implementation of the Chinese Government's Consumer Electronics Subsidy Program in rural areas,the number of computer held by rural residents is increasing rapidly.However the literature of network information of rural residents is still in a relatively low level,and they supposed to have a misunderstanding of the dissemination of information through the Internet.The literature of rural residents' network information is not only related to their understanding and utilization to network information and to whether we can correctly guide rural teenagers to know and use the network,but also related to the new rural construction and the countryside civilization construction.Thus there is an eager need of the rural residents to raise their literature of network information.And this paper is mainly on four aspects such as organizing experts to give face to face education and training to rural residents on literature of network information,preparing Network Resource Guide specifically for rural residents,taking advantage of college students' social practice in summer,and strengthening the education of literature of network information in the nine-year compulsory education,so that we can provide reference for government department to make policies on improving rural residents' literature of network information.
