吉林省低碳经济发展水平评价

摘　　要：全球气候变化和能源安全是世界各国面临的共同挑战,发展低碳经济是应对挑战的重要途径。吉林省是我国最早进行生态省建设的地区之一,发展低碳经济是生态省建设的一项重要内容。采用碳产出水平、碳排放水平、低碳资源和人民生活等四项指标,评估和比较了吉林省、辽宁省、浙江省和全国的低碳经济发展水平,揭示吉林省发展低碳经济的优势和不足。研究结果表明:吉林省碳产出水平和碳排放水平低于浙江省和全国平均水平,相比辽宁省水平较高。低碳资源和人民生活稍优于辽宁省和全国平均水平,与浙江省差距较大;吉林省低碳经济水平与全国平均水平差距较小,发展潜力较大;吉林省发展低碳经济应注重产业结构、能源消费结构和技术法规等方面的优化调整。Global climate change and energy security are the serious challenges for the world.The development of low carbon economy is an important way to deal with the challenges for countries and regions all over the world.Jilin Province is one of China＇s first ecological provinces,the development of low carbon economy is an important part of building ecological province.So in this paper we designed four indicators,including carbon output levels,carbon emission levels,low carbon resources and people＇s lives,assessed and compared Jilin Province,Liaoning Province,Zhejiang Province and China＇s low carbon economy development level,revealed advantages and disadvantages of Jilin province for developing low carbon economy.The results showed that：（1）Carbon output level and carbon emissions level of Jilin Province is below Zhenjiang Province and the national average,but it＇s better than Liaoning Province.Low-carbon resources and people＇s lives of Jilin Province are little better than Liaoning Province and the national average,there is a big gap between Jilin Province and Zhejiang Province.（2）The overall development of low carbon economy in Jilin Province is similar to the national level,Jilin Province has great potential for developing low carbon economy.（3）Jilin Province should focus on the adjustment and optimization of industrial structure,energy consumption structure,technical and regulations,etc.
