摘　　要：过程管理通过对过程的控制和持续改进,以过程的最优保证结果的最优,文章通过将过程管理理念和方法引入高校横向科研项目管理中,分析出现行管理中存在项目执行过程缺乏有效监督、缺乏对项目成果的保护等问题,进而对现行流程进行优化设计,并提出具体优化措施。Process management ensures the optimal outcome by optimal process, through process control and continuous improvement. The process concept and methods will he introduced to the management of inter-collegiate horizontal research projects. The paper argues that the current flow has some defects, lacks effective monitoring of the project implementation process, and is weak on protecting project results and so on, and then suggests ways to optimize the design of the existing processes, proposes specific measures and optimization analysis.
