摘　　要：陕西省能源资源丰富,工业发展对资源的依赖性高,节能减耗压力大,治理污染任务重。低碳经济作为一种新的经济形态和发展模式,其内涵和目标决定了它可以有效解决经济发展与资源环境约束之间的矛盾,是实现经济可持续发展的必然选择。我们应当结合陕西的发展阶段和技术水平,通过加强科学规划、健全政策法规、完善科技创新机制、加快低碳经济试点、改善土地利用、加快人才培养与自身能力建设,大力推进陕西低碳经济的发展。Shaanxi energy resources are abundant,industrial development of resources,saving energy and reduce fuel dependence high pressure big,pollution control and heavy task.Low-carbon economy as a new economic form and development pattern,its connotation and goals determines it can effectively solve the economic development and environmental resource constraints the contradictions between.Realizing economic sustainable development is the inevitable choice.We shall,in combination of Shaanxi development stage and technical level,by strengthening the scientific planning,perfecting the policy laws and regulations,perfect technology innovation mechanism,accelerate low-carbon economy pilot,improvement of land utilization,speed up the talent cultivation and self ability construction,and promote the development of Shaanxi low-carbon economy.
