超产权理论视角下国企改革中的政府行为探析

摘　　要：我国国企改革在产权改革上已取得较大进展,但竞争机制却严重缺失,当前须加强竞争机制的建立来推进国企改革。分析国企存在的主要问题可以看出,在建立竞争机制的过程中重塑政府行为极其重要。政府需要从建立国际竞争平台,转变政企关系,制定市场运行规则,推进垄断行业改革,规范内部治理结构,发展社会保障等方面来完善竞争机制。China’s state-owned enterprise property-right reform has made significant progress,but the market competition mechanism is serious deficient.So now we should establish competition mechanism to promote state-owned enterprise reform.After analyzing the main problems of state-owned enterprises,it is easy to find the importance of the behavior of government.Accordingly,the government should pay more attention to the following six factors： establish an international competition platform,change the relationship between government and enterprises,make the market operation rules,promote reform of monopoly industries,regulate the internal governance structure,develop social security.
