摘 要:基于特大型跨海桥隧工程管理特点和服务功能特性,对其营运管理目标进行定性分析,并从营运管理者角度出发,界定了特大型跨海桥隧工程营运服务水平的内涵,提出了其服务评级指标选取的原则,并按照各种评级指标对营运服务水平影响的显著程度,采用德尔菲法和主成分分析法对指标进行了对比分析,从结构性能影响因素指标、交通状况影响因素指标、环境状况影响因素指标、服务质量影响因素指标4个方面,建立了跨海桥隧工程服务水平评价指标体系,并探讨了各评价指标的等级划分标准,旨在为特大型跨海桥隧工程营运服务水平评价提供理论基础,以其能够指导特大型跨海桥隧工程的营运管理活动。The management objectives of massive cross-sea bridge-tunnel project operation were qualitatively analysed based on its management features and service features.From the perspective of the project owner,the content of service level of massive cross-sea bridge-tunnel project operation was defined,and the selecting principle of its services rating indexes was suggested.Then,comparative analysis of the indexes was performed by Delphi method and principal component analysis according to the influences of various rating indexes on service level of operation.The service level evaluation index system of massive cross-sea bridge-tunnel was established with 4 kinds of index,i.e.,structural performance influencing factors,traffic influencing factors,environmental influencing factors,and service quality influencing factors.Furthermore,the grading criterion for each evaluation index was discussed.The aim of this study is to provide a theoretical basis for service level evaluation of massive cross-sea bridge-tunnel project operation and manage as a guide to the management activities of massive cross-sea bridge-tunnel project operation.
