煤炭产业安全概念及评价指标体系的初步研究

摘　　要：煤炭产业安全是关系国民经济发展和国家安全的重大战略问题,建立煤炭产业安全评价指标体系是实现煤炭产业安全评价的前提和基础。本文对煤炭资源安全、煤矿生产安全和煤炭产业安全的概念进行了辨析,重新界定了煤炭产业安全的概念,并在构建煤炭产业安全体系理论模型的基础上,针对潜在威胁要素、产业主体要素、宏观保障要素对煤炭产业安全的影响进行分析,明确各要素的作用机理,初步建立了煤炭产业安全评价指标体系。Coal industrial security is an important strategy problem concerning the development of the national economy development and security of our nation,while establishment of indictor system of coal Industrial Security is the premise and basis of implementing coal Industrial security evaluation.The idea of coal resource security,mine production security and coal industrial security studied respectively in this paper,and the idea of coal industrial security is redefined.On basis of construction of theoretical model of coal industrial security system,the influence of potential threat factor,industrial subject factor and macro-safeguard factor on coal industrial security is analyzed,the operation mechanism of every factor is clearly stated,and the evaluation indictor system of coal industrial security is preliminarily established.
