摘　　要：立足高校基层党建工作的新任务新要求,认清高校学院党委建设面临的问题,确立以明确学院党委职责、加强学院党政合作、提高学院党委工作水平为着眼点的建设思路,提出建立并完善"四个运行机制"、强化"三个服务职能"、加强"三支队伍建设"、创新"四个活动载体"的工作创新路径,确保高校学院党委的政治核心作用得以充分发挥。Based on the new task and requirement of basic party construction,through clarifying the facing problems of school party committee construction in university,the construction thoughts are established containing with clarifying the school committee duty,enhancing the cooperation between party and administration and elevating work level of the party committee.The methods to build and improve the work and creation modes are discussed,which include building and completing ＂four operation mechanisms＂,strengthening ＂three service functions＂,enhancing ＂three team construction＂ and creating ＂four activity carriers＂.It ensures to fully play the political core role of the school party committee in university.
