社会建构理念下的政策设计模式评析——以广东省高校毕业生到农村从教上岗退费政策为例

摘　　要：采用不同的政策设计模式在一定程度上决定了政策效果。在为解决农村学校教师队伍建设和毕业生就业等内部和外部压力与需求问题的背景下,广东省政府通过一定的程序,制定和推广了高校毕业生到农村从教上岗退费政策,体现了多个设计模式的特征并影响了其政策效果。以社会构建理念为基础的政策设计能有效避免其他设计模式的缺陷,是可供借鉴的模式。Different modes of policy design determine, to a certain extent, the effect of the policy. In order to build up a competent teaching staff in rural schools and solve the problem of graduate employment, Guangdong provincial government has made a policy where college graduates will get their tuition fees returned if they work in rural schools upon graduation. This policy has the characteristics of the multi-design mode which influence its actual effect. The social design based on the idea of social construction can be adopted to avoid the defects of other design modes, so it can be used for reference.
