城乡基础教育均等化与地方政府间关系的内在逻辑

摘　　要：城乡基础教育均等化是政府实现社会公正的标志之一,是政府以人为本施政理念的本质要求,也是政府实施可持续发展战略的基本要求。然而,我国城乡基础教育服务不均等的状况仍十分严重,具体体现在生均经费、办学条件、师资水平等方面。现行地方政府间关系对城乡基础教育均等化的影响主要体现在地方政府间基础教育管理职责不清、事权与财权划分不匹配、转移支付制度不健全。为此,迫切需要理顺地方政府间关系,如明确各级政府间的事权、赋予地方财政一定的财权、建立完善的转移支付制度,推进城乡基础教育均等化。The urban and rural equalization of basic education is one of the standards that governments realize social justice,the essential demand of man-oriented administrative concept,and also the basic demand of strategy of sustainable development.However,the disparity of urban and rural equalization of basic education is severe in China.The importance of local intergovernmental relations on urban and rural equalization of basic education includes indistinct responsibility division,mismatching between responsibility and fiscal powers,and incomplete fiscal transfer.Therefore,it is of great necessity to rationalize local intergovernmental relations to improve urban and rural equalization of basic education,such as responsibility division,transferring fiscal powers and completing fiscal transfer.
