摘　　要：建设人力资源强国,实施优秀人才选拔战略需要提升大规模教育考试的综合管理水平和技术含量。命题作为大规模教育考试的核心环节,要注重命题管理流程的科学化、规范化和最优化研究。本文首先阐明命题管理流程科学化、规范化和最优化的概念,分析了它们之间的关系,特别指明它们与信息化之间的关系。然后,讨论了对命题管理流程进行科学化、规范化及优化的技术方法,并以自学考试命题管理流程为实例,对其进行了科学化、规范化和优化研究。Constructing the powerful nation of the human resource and performing the choosing strategy of superexcellent talent person need to promote the integrated management level and technology content.The test paper making is the core sector of the large-scale education examination,it should pay attention to the scientization,standardization,optimization of the test paper making management procedure.The paper firstly clarifies the conception of the scientization,standardization,optimization of the test paper making management procedure,and analyzes the relation among of them,especially between them and the informatization.Then,the technology methods of the scientization,standardization,optimization in the test paper making management procedure is discussed.Finally the sample,the test paper making management procedure of self-taught test,is investigated
