摘　　要：循环经济是一种新型、先进、可持续的经济发展模式。水资源是基础性的自然资源,又是战略性的经济资源。目前,水资源短缺、水体污染严重和用水浪费已成为我国社会普遍关注的问题。按照循环经济的理念,建设节水型社会,推进污水资源化,严格排污权管理,建立合理的用水价格机制,加强节水和污水处理回用宣传,完善相关的政策和法规,从而优化水资源的有效配置,合理利用水资源,促进水资源利用的良性循环,实现社会、经济、环境的可持续发展。Circular economy is a kind of new,advanced and sustainable economy development mode.Water resources are a sort of natural resources of foundation and strategic economic resources.The lack of water resources,water pollution and water waste are some concerning problems of our country currently.According to circular economy theories,it should take some measures in the utilization of water resources,such as to build a water-saving society,to realize the recycle of water resources by disposing waste water in a more effective way,to promote the positive recycle of water resources by establishing a reasonable price system,to optimize the utilization of water resources by establishing compensated transferring system,to perfect the related policy and laws.By recycling water resources and using water resources reasonably,the sustainable development of economy,society and environment of our country will be promoted.
