摘  要:高等教育社会投入是高等教育投入的重要组成部分,其结构变化反映各国高等教育发展的动向。1998-2008年我国和经合组织成员国(简称OECD国家)高等教育社会投入总量占GDP比重都呈上升趋势,但投入的来源结构变化存在差异。从占GDP比重看,经合组织成员国在财政投入、学杂费、其他社会投入等总体上较协调,我国则呈现为财政投入下降、学杂费大幅激增、其他社会投入无明显增长。我国高等教育投入改革的方向应是:提高国家财政性投入和其他社会投入的比重,同时完善学杂费政策;明确政府、高校、企业的责任,形成"三方合力"。The social investment is an important part of higher education investment, and the structure changes reflect national trends in higher education. In 1998-2008, the proportion of total social investment in higher education in GDP was in an uptrend in China and powerful countries of higher education in OECD. But there exist differences in the source structure changes. From the percentage of GDP, financial investment, tuition and fees, other social investment are coordinated changes in OECD. In China, financial investment is down, and tuition and fees surge substantially. There's no significant growth in other social investment. The focus of higher education reform in China is to improve the proportion of nation's financial input and other social investment, to perfect tuition policies to promote educational equity, and to clarify .the responsibility of government, university and entreprise, forming "three forces".
