摘　　要：政府业务参考模型是对政府结构体制、组织体制和运行体制的总体描述,是对政府系统中结构因素、组织因素和行为因素的整体反映。网络新媒体能形成新型的政府信息传播的系统结构,能再造政府的组织架构和业务模式。网络新媒体环境下的政府业务参考模型包括职能模型、关联模型、权能模型、流程模型等。城市政府管理或服务的对象可简化为:自然人、单位法人、自然资源、基础设施和产品,城市政府的一级层次职能包括公共决策、基础设施建设、资源保护、社会管理、公共服务、宏观经济调节和市场监管等。Government Business Reference Model is a general description of government structure system, organizational system and op eration system, and it is the overall reflection of structure factors, organizational factors and behavioral factors in government system. New media can form a new network of government information dissemination system structure, and re - organize the government and business model. Under the new network media environment, government business reference model includes the functional model, relational model, power model and process model. City government or its service objects can be sim- plified as： a natural person, legal person, natural resources, infrastructure and products. The functions of city government can include public policy- making, infrastructure construction, resource conservation, social management and public services, macroeconomic regulation, and market supervision.
