摘　　要：面对新形势的挑战,高校内部人事制度改革必须全面推进,做好人才引进工作和人事分配制度改革,努力创设和形成有利于优秀人才尽快成长和发挥才干的竞争激励机制和制度环境,促进人才队伍建设,全面提高办学效益和整体水平。Facing the challenge of the new situation,the reform of internal personnel system must be pushed forward to complete the talent introduction work and personnel distribution system reform.In addition,we should try to create and form a talent competition motivation mechanism and system environment which is good for talents to give full play to their professional knowledge,so as to promote the construction of talents team and improve the education efficiency and the whole level.
