民族旅游的开发不能忽视非经济制约因素的存在

摘　　要：民族旅游开发中非经济制约因素的存在是一个客观的社会事实。然而在以往的研究中却往往被人们所忽视,究其原因主要是,当代的民族旅游开发,往往是由有经济势力的个人或集团所主持,他们从事开发的目的在于尽快地获取经济利润。这样一来,他们考虑问题的出发点,只能从短期的、范围有限的目标着眼,即使是由于非经济因素制约而造成了经营的失败,他们只会追究经济或操作技术上的原因,很少注意长远而普遍的非经济制约因素的存在。而旅游是一项综合产业,因而开发的成败不完全取决于经济问题,非经济因素的干扰更其关键。在这样的情况下,我们不仅要研究经济问题,还得充分研究非经济因素的制约问题,从中找出合理的对策,使民族旅游开发勃发生机。It is an objective social fact that there are non-economic constrains factors existing in national tourism development.However,the fact is often neglected in previous studies,and the main reason for this is that contemporary national tourism development is often managed by financial forces individuals or groups,whose aim is to achieve economic profit as soon as possible.As a result,they only consider the short-term and limited range of targets.Even if the failure of tourism management was caused by non-economic factors,they would investigate economic or operational technology reasons rather than the non-economic constraints.The tourism is an integrated industry,the development of which does not depend on economic problems only,while the interference of non-economic factors is more important.In such circumstances,we should not only do researches on economic problems,but on the problems of non-economic factors,to find out reasonable solutions that can be overflowing with vitality national tourism development.
