摘　　要：20世纪90年代以来,全球性地区主义实践形成潮流,但东亚共同体议程在美国的干涉下受到挫折,地区自主性被否定,维持着美国霸权的"政治东亚"概念即亚太化的东亚。从东亚的政治发展史和地区主义思想史来看,古代帝国权力具有一种自在的文明共同体意义,但近代以后的军事帝国主义、政治霸权主义模式强迫性地造成东亚的战争与分裂,日美同盟主导的冷战体制阻碍着地区主义价值共识和政治认同的形成。东亚地区政治的分裂在近代表现为列强的军事殖民主义战争;在二战后表现为中国、朝鲜半岛的分裂化和中国海洋周边的美国军事基地化;美国根据"中国威胁论"保持围堵性军事基地,从而获得压迫中国、保护台湾地区、驻扎日、韩的霸权利益,日本则作为美国遏制中国的工具获得了回避战争责任、扩大海洋岛屿控制的次级利益。在被美国亚太化的"东亚"政治格局下,中国是最大的利益受损者,因此应该积极探讨符合中国尊严和利益的东亚地区主义议程。The practice of regionalism has become a global trend since 1990s.However,the agenda of an East Asia Community met setback because of intervention from the U.S.,regional self-determination has been denied,and the concept of 'political East Asia',which equals the concept of 'Asia-Pacific' under the U.S.hegemony,has been maintained.Ancient imperialistic power bears the purport of a community of a single civilization in itself,while neoteric militarized imperialism and political hegemonism patterns coerced East Asia into wars and separations.The Cold War system dominated by the U.S.-Japan alliance continually counteracts the common value and political identity of regionalism.The political separation of East Asia symbolized the military colonization by big powers in modern history,while it is represented by the separation of China and Korean peninsula and the reality of the U.S.military bases surrounding China's sea territory in the postwar period.The fact of separation in East Asia also brings profits for the U.S.which means the latter could maintain military bases to contain China based on 'China Threat' and extort from China thereupon,and could gain profits by protecting Taiwan and setting military bases in Japan and Korea.In the meantime,Japan managed to shake off the trouble of taking its war responsibility and expand the range of the sea under its control at the cost of being the tool of the U.S.to contain China.China suffers the most amid the regional politics of 'Asia-Pacific'.Therefore,an agenda for East Asian regional integration that suits the national dignity and interest of China should be positively discussed.
