摘　　要：针对文献[4]中提出的初始排污权免费分配模型存在的问题,按照成本有效的原则对该模型进行了修正,建立了基于成本有效的流域初始排污权免费分配模型,并进行仿真。研究表明,新建模型进一步减少了初始排污权分配总量和总削减成本。Aming at the shortcomings in allocation model of free permits for initial discharge developed by Hung and Shaw,an improved model is developed based on the cost-effective principle.Simulation results show that the new model,compared with Hung and Shaw＇s model,reduces the numbers of allocated permits for the initial discharge and total discharge cost.
