摘　　要：随着《中华人民共和国政府信息公开条例》的颁布施行,我国的政府信息公开走向了法制化的道路。但是没有公众广泛参与的中国政府信息公开到底能走多远?怎样转变我们的立法思维,怎样丰富我们的信息公开的手段,从而使公众充分的参与到我们的政府信息公开制度的发展中来,欧盟《公众获取官方文件条约》将会给我们一些启示。With the promulgation of the Regulation of the People＇s Republic of China on Open Government Information,government information disclosure in China is stepping on the road toward the rule of law.However,how far will the government information disclosure in China go if few of publics participate in it？How can we shift the mind for legislation,and how can we enrich our means about information disclosure,in order to encourage the publics to completely participate in the advances of government information disclosure.From the Council of Europe Convention on Access to Official Documents,it will bring us some enlightenment.
