摘　　要：自1994年"金智"工程实施以来,教育信息资源开发利用法规政策的演进可以分为4个阶段:教育信息资源开发利用法规政策的探索阶段(1994-2001年)、逐步发展阶段(2002-2005年)、繁荣发展阶段(2006-2009年)、深入发展阶段(2010年-现在)。本文总结了各个阶段取得的成效,分析了教育信息资源开发利用法规政策存在的问题,进而提出相应的对策建议。Since 1994,the implementation of the ＂Golden Wisdom＂ project,the regulations and policies evolution of education information resources exploitation and utilization can be divided into four phases：the exploratory phase（1994-2001）,progressive development phase（2002-2005）,prosperities development phase（2006-2009）,in-depth development phase（2010-present）.This paper summarized the achievements at all phases,analyzed the problems with regulations and policies of education information resources exploitation and utilization,and put forward some countermeasures.
