摘　　要：本科的基本内涵体现为知识(技术)的高深,技术与科学的结合及其理论化趋势,使其逐渐变得高深,亟需专门机构对其进行收集、归纳、整理以及传承。这是技术上升为本科层次的内在需求。技术发展有两个方向或者层面:理论性和操作性。当前的普通高等院校涵盖了前者,对后者较少涉及。技术本科应是后者。当前技术本科最核心的问题就是对标准的设计问题。The basic content of undergraduate universities is embodied in the advancement and depth of the knowledge（technology）.Technology,combined with sciences,and in its theoretical trend,becomes even more advanced gradually.Hence,specialized institutions are needed to collect,summarize,organize,and impart it.This technically gives rise to possibility of upgrading vocational and technical colleges to an undergraduate level.Technology develops in two directions or dimensions： theoretical and practical.Currently,general institutions of higher learning are mainly involved in the former,much less involved in the latter.Universities of technology are supposed to focus on the latter.The core issues for universities of Technology currently lie in the criteria design.
