摘　　要：阐述建立铁路货物装载加固器材技术保障体系对于保证铁路货物运输安全,社会经济发展,科技进步、技术创新,标准化、规范化和管理现代化的意义。提出建立规范的装载加固器材管理程序,建立装载加固专家评审机制,进一步规范装载加固器材准入制,加强对从业人员的培训和教育,提高装载加固器材的理论研究水平,加快建立装载加固器材技术标准和检测规范等措施和建议,以加快建立装载加固器材技术保障体系。This paper expounds the meaning of establishing technical guarantee system for railwayfreight loading reinforcement machine on ensuring safety of railway freight transportation, social and eco-nomic development, scientific development, technical innovation, standardization and management mod-ernization. The paper also puts forward the measures and suggestions on establishing management pro-cess of standard loading reinforcement machine and expert evaluation mechanism for loading reinforce-ment, standardizing admittance system of loading reinforcement machine in further step, strengthening thestaff training and education, increasing research level of loading reinforcement machine, accelerating theestablishment of technical standard and inspection standard for loading reinforcement machines, as to ac-celerating establishment of technical guarantee for loading reinforcement machines.
