摘 要:港口工程的设计原则之一是使港口企业、船公司和货主三方的在港费用总和最低,追求国民经济效益的最大化。海港总平面设计规范中的最佳泊位利用率是某一范围内的推荐值,与码头投资无关。以某业主码头原油泊位为例,根据排队论原理利用计算机模拟技术推算出的最佳泊位利用率,超出了规范推荐值的范围,分析其原因是码头投资过大。采用4组假定的不同码头建设投资规模,推算其最佳泊位利用率,证明该方法具有普遍性。本研究结果表明,最佳泊位利用率随码头投资增加而变大的现象是合理的,建议在今后的码头设计和相关规范修订中予以考虑。One of the design principles for port engineering is to minimize the total cost undertaken by port enterprise,vessel corp.and shipper and increase national economy benefit as much as possible.The best berth occupancy ratio in port layout design specification is the recommended value in some range,which is independent of port investment.Taking the example of one crude oil berth and according to the queue theory,the best berth occupancy ratio is calculated through computer simulation technique.The calculated result is beyond the recommended scope in the specification.The reason of it is due to the more investment.Adopting four sets of different terminal investment scale assumed to calculate the best berth occupancy ratio.It is verified this method has the universality.It is shown from the study that the phenomenon of best berth occupancy ratio depending on the increase of terminal investment is reasonable and it should be taken into consideration in terminal design and the related specification revision for the future.
