摘　　要：公民参与乃是形塑健全公民社会的根本力量。网络个人表达是个人利用互联网向外界进行的关于自身思想、感情或生存状态等个人信息的传播行为,它是一种社会参与。我们应当关注生长中的公民社会遭遇的这一新元素,研究促使网络个人表达助推公民参与的评判标准以及公共权力控制网络个人表达的价值取向及其限度。Citizen participation is the fundamental forces to shape and strengthen civil society.Individual voice on the cyberworld is kind of action to transmit personal information about individual＇s thought,emotion and survival condition to the outside world through the internet,which is sort of social participation.We should pay attention to the new growing factor which civil society is faced with about the people＇s livelihood.The research will promote individual＇s voice to help standardize the judgement of citizen participation and public value and its limit of citizen rights to control individual＇s voice under the background of network.
