摘　　要：黄河是中华民族的摇篮,孕育了辉煌的中华文明。近半个世纪以来黄河流域经济发展和黄河治理的成绩为世人瞩目。水文化是体现人水关系的文化,水在和人类文化的共生中具有"道德顾客"的身份,因此,人水和谐的关系是一种道德的必然,是水文化最根本的价值。但是黄河生态系统的退化严重制约了黄河水资源可持续利用、黄河流域社会经济可持续发展。为此,我们需要认真审视开发利用黄河水资源与生态保护之间的关系,重新定位人水之间的关系,保护黄河生态,真正实现人水和谐。Yellow River is the cradle of the Chinese nation and the brilliant Chinese civilization.Water culture reflects the relationship between man and water.While water is in symbiosis with human culture,it exists as the ＂moral customer＂.Harmonious relationship between man and water is a moral necessity as well as the most fundamental value of the water culture.At present,the decadence of ecological system has become the most serious constraint to the sustainable utilization of water resources and economic development of yellow river watershed.Human beings need to relocate the relationship between people and water as well as to realize Yellow River ecological environment protection and true harmony between human and water.
