摘　　要：制度建设的成效,不仅取决于制度的制定,更取决于制度的执行。因此,制度的生命力,在于制度的执行力。学院财务制度的建设,是学院内部和外部各方面经济关系的基本规范,是学院生产经营活动和财务管理活动的行为准则。The construction of system depends not only on the formulation of the system but also,even more on the implementation of the regulations.Again a good system,if can not be performed,will not play its role in regulating the system and will lose its vitality.Therefore,the vitality of the system is existed in its implementation.The college financial system is the basic standard which relates the internal and external economic relations of various aspects.It is also a performance standard of college production and business operation activities and financial management activities.
