摘　　要：基于系统协同理论,将区域知识产权战略系统从过程角度设计为由知识产权开发、运营、保护战略子系统构成的系统。采用序参量法,分析了区域知识产权战略系统政府部门相互作用下协同运行模式的理论框架。建立子系统及系统双层面分析的系统有序度模型以及系统协同度模型,实证分析了东北三省相关原始数据,进行子系统有序度、子系统间及系统协同度纵向与横向的比较分析,测度和评价区域知识产权战略系统协同运行状况,科学反映区域知识产权战略实施效果。Based on the system of collaborative theory and from the angle of process,this paper divides regional intellectual property strategy system into three sub-systems： development,operation and protection.Using order parameter method,the paper analyses the theoretical frame of synergy running mode of regional intellectual property strategy system with the action of government departments and establishes order and synergetic degree models.Taking the three provinces in northeast China for example,the research makes an empirical analysis,comparing and analysing the order degree and synergetic degree of sub-systems and the system vertically and horizontally,measuring and appraising the operational state of regional intellectual property strategy system.Finally the research verifies the feasibility and effectiveness of the method as well as the scientificity of the research results.
