摘　　要：为了保障鄱阳湖生态经济区建设战略目标的实现,需要构建鄱阳湖生态经济区生态屏障。在阐述构建生态经济区生态屏障必要性的基础上,深入分析了所面临的种种困境,并有针对性地提出了系列对策建议,主要包括:加大宣传力度,提高流域内公众环境保护意识;加强基础理论研究,认识流域生态系统内在规律;构建流域生态补偿机制,实现全流域社会经济均衡发展;建立流域协调统筹规划,强化流域综合管理。In order to realize the strategic construction goal of ecological and economical zone of Poyang Lake,the ecological barrier for the zone should be constructed.On the basis of analyzing the necessity of the ecological barrier and in view of the difficulties in its construction,some countermeasures are put forward as follows： increasing the efforts in publicity to improve the public awareness of environmental protection of the basin;strengthening basic theoretical research,understanding the inherent laws of ecological systems;building ecological compensation mechanism and balancing socio-economic development of the whole basin;establishing the coordinated and integrated basin planning,strengthening the integrated basin management.
