摘　　要：党章是一个政党为保证全党在政治上、思想上的一致和组织上、行动上的统一所制定的章程。2007年10月21日中国共产党第十七次全国代表大会审议并一致通过了十六届中央委员会提出的《中国共产党章程(修正案)》,并决定这一修正案自通过之日起生效。对十七大新党章的解读,应既坚持依据并服务于中国特色社会主义实践的大方向,又注重文本溯源和紧扣党的十七大精神及分化基本问题、理清基本脉络、运用朴实语句。只有这样,才能使我们对其解读呈现出时代性、广泛性、科学性和意识形态性,进而凝聚全党力量,为深入贯彻科学发展观和推进中国特色社会主义事业的进一步发展而努力奋斗。The Party Charter is regulations used to unified Partyg political thoughts and organizational actions. On October 21,2007, the 17th CPC congress approved the new Charter （bill for amendment） put forward by the 16th central committee of the constitution of CPC. The interpretation of the new Charter should serve to the Chinese characteristics so- cialism practice, paying attention to text traceability and illustrating the basic problems with simple and logical state- ment. Only in this way can we make our interpretation effective to implement the scientific concept of development and promote further development of the socialism with Chinese characteristics.
