课题制科研经费管理存在的问题与对策

摘　　要：现行的科研经费管理制度是国家科技计划课题制的重要组成部分,仅仅从科研经费制度本身寻找解决问题的办法,难以从根本上解决科研经费管理和使用过程中存在的诸多问题。本文从分析国家科技计划实施课题制的科研经费的管理和使用过程入手,研究目前经费管理制度对于课题制实施的影响并从中发现问题、探求原因,提出补救课题制实施过程中经费管理和使用方面致命缺陷的措施和建议。The current research funding management system is an important part of the project-oriented national technology program management system and it is difficult to find a method to solve many problems existing in the management and use process of research funds starting from the research funding management system itself.This paper studies the influence of the management system of research funding on implementation of the project-oriented system by analyzing the management and use process of research funds in national technology programs to find out problems and to explore the reasons.The paper puts forward measures and suggestions for remedying the inherent drawbacks of the system.
