摘　　要：教育决策在高等教育培养管理过程中起到了关键性的作用，在一定程度上掌控高等教育发展的方向。当教育决策效果偏离决策目标时，就会出现教育决策失误，因此将问责制引入到教育领域，构建一种合理的问责制，对高校教育决策失误的防范以及对策研究具有重要的现实意义。Education decision plays a critical role in process of high education management, to some extent guide way of development in high education. If education decision deviate from policy aim, then this decision will be wrong. It has important practical meaning to introduce accountability system to education area and build a reasonable accountability system.
