电大远程教育为珠三角农村富余劳动力转移培训的意义、优势与对策探讨

摘　　要：随着我国工业化、城镇化与农业现代化的全面推进,大量农村富余劳动力涌向城市,形成由农劳向非农劳转移的大潮。作为农村富余劳动力主要聚集地的珠三角地区,目前因经济发展方式转型和产业结构优化升级以及金融危机的影响,大量农村富余劳动力不易就业,通过培训提高其综合素质和就业能力,具有重要的现实意义。远程教育在这方面具有无以伦比的优势和基础,但目前这种优势未能体现。针对这一现实,本文提出了建立协调运转的组织管理和服务保障机制、健全培训体制优化培训环境和注重针对性增强培训有效性的对策。With the deepening of industrialization,urbanization and agricultural modernization in our country,more and more surplus laborers in the rural areas are pouring into cities.But in the Pearl River Delta Region,where they are concentrating,it's difficult for them to find a job as a result of economic development model transformation,industrial structure optimization and impact of current financial crisis.It is of great significance to upgrade their comprehensive qualities and capacity of employment through education,and distance education especially has many advantages,which have not yet been explored to the fullest.This paper then recommends some strategies in this regard,such as: establishing a mechanism to coordinate management organizations and service guarantee institutions,improving the training system and its environment,and enhancing effectiveness of training.
