试论公共事业组织监督机制的缺失与应对——以全国牙防组为例

摘　　要：卫生部出于促进大众口腔健康的考虑,建立全国牙防组,在组织运行的过程中,出现了很多的监管漏洞。为了弥补这些漏洞,我们应加强日常管理和民众监督,促进公共事业组织人员组成合理化,营造竞争环境,完善自律机制,加快立法进程,使公共事业组织真正成为脱离政府,独立运行的健康组织。Ministry of Health wants to improve health of people＇s teeth,therefore,they founded the China Organization of Protecting Teeth.However,there are many loopholes with the organization.When the organization works,it provided illegal certification for many companies which produce toothpaste.The supervising from the Ministry of Health is lacked.The measures to solve the problem are：strengthen day-to-day supervise and supervise from people;promote rationalization of staff in NGO;create a competitive environment;improve the self-regulatory mechanism;accelerate legislative process;let NGO operate independently from the government and so on.
