浅议我国新型农村合作医疗制度的走向

摘　　要：新型农村合作医疗制度的建立和完善是我国建设社会主义新农村的现实需要,也是弥补城乡社会、经济"二元结构"所引发的不公平现象的良好举措。然而,新型农村合作医疗制度的自愿性和以大病和住院统筹为主内容,使其达不到医疗卫生公平正义高效的价值目标,也与和谐社会的建设理念不符,因此,需要用社会医疗保险制度代替现有的新型农村合作医疗制度。Building and perfecting the New rural cooperative medical care system is the present requirement of developing new socialist countryside as well as the good measure of remedying the unfair phenomena between urban and rural caused by dual economic structure.However the New rural cooperative medical care has too many problems in its practice,such as unfair and low efficient problems caused by the system of voluntary and ＂main in serious illness＂,which contributed to the new rural cooperative medical insurance out of value orientation（fairness,justice,effiiency） of Medical Treatment and public Health as well as not conforming to the idea of harmonious society.So to some extent,it is necessary to transform it into social medical insurance.
