摘　　要：2010年上半年中国连续出现大规模工人停工事件。这是因为中国以劳动力集约型为主的产业发展模式在经过30年超速发展后,制度时滞、产业布局滞缓等因素导致劳资冲突进入零存整取新时期。这对国家城镇化进程中的产业布局,公共政策等产生深刻影向。文章提出了以人为本让利于民,梯度转移战略布局和国际合作互动共赢的三方面建议。The first half of 2010 witnessed the large scale of worker mass events. The reasons lie in the facts that the main intensive labor industrial model has undergone for 30 years at the impressive speed while the system and industrial distribution have far lag behind. All those brought the work disputes into a new ＂fixed deposit by instalment＂ stage. The article raises the suggestions in 3 aspects： the first is to give the benefits to the common people on the human-centered notion; the second is to make strategic distribution of the concept of gradient shift; the third is to make interactive mutual win on the international coop eration.
