摘　　要：分析了非常规突发事件的事态情景演化机理,响应情景演化机理以及事态-响应耦合机理;构建了非常规突发事件的事态-响应的集群决策模式,并对预警、监视和响应三个子系统的协同运行进行了探讨。It is important for unconventional emergency group decision-making to describe the mechanisms of event scenario evolution.The paper examines the event evolution mechanism,responding evolution mechanism and event responding coupling mechanism of unconventional emergency.It also constructs the group decision-making mode for unconventional emergency coping,and analyzes the coordinating operation of early warning system,monitoring system and responding system.
