摘　　要：建构责任政府不仅是国内政治经济发展的需要,更是顺应了全球政府管理的趋势。在利益主体多元化的今天,政府改革在加强自身调整的同时,必须依靠社会组织和社会力量的参与和监督来规范行政行为,制约行政权力。The construction of responsible government is not only the demand of national economy and politics, but also the trend of global government management. With today＇ s diversification of interest entity, governmental reform should depend on the participation and supervision of social organization and social force to regulate the administrative behavior and to restrict administrative power with strong self-adjustment.
