摘　　要：知识经济的到来,意味着新一轮产业革命的浪潮已悄然来袭。本文认为以企业家精神为基础的高科技创业是带动地区高科技产业发展的根本性力量。但我国高新技术园区并未真正形成这一创新集群机制。文章通过高科技创业微观机制到宏观高科技产业化运作过程的阐释,分析揭示出"制度重于技术"的发展特征。地区高新技术创业主要受到市场环境、政策和资源状况等宏观因素的影响。本文以广东省21市为样本进行实证检验。相关分析显示:各个地区间高科技创业和产业发展在重要的特征变量上存在显著性差异。同时不同地区和时期的分析结果表明:地区间存在的资源禀赋、经济发展水平与经济政策差异是高科技创业地区差异的主要影响因子,并且这些影响因子的显著性水平存在一定差异。The advent of the knowledge-based economy means that the new wave of industrial revolution has been a hit.Through describing High-tech enterprises contracts in mathematical way,we know that the entrepreneurial spirit is the essence of the development of high-tech industry;and entrepreneurship is the fundamental forces in the high-tech industrial development.Through the macro-micro mechanism of the high-tech industries to explain the operation of the process,analysis revealed that＂the system is more important than technology＂.The high-tech entrepreneurship is affected by the Macro economic factors such as market environment,policies and resource.In this paper,we use the data of 21 cities in Guangdong Province to analyze the phenomenon;cluster analysis shows that the important variables of High-tech industry have significant differences among the various regions.Empirical measurements show that the differences of inter-regional resource endowments,levels of economic development and economic policy are the major impact factors to affect the high-tech entrepreneurship.
