摘　　要：解读开放大学创办的要义,一是创立,二是创新。"创办"不应割裂远程教育的历史,而应对广播电视大学进行批判地继承,今天的开放大学应是以现代大学制度为基本框架的产物,回归大学本质是国家教育体制改革试点的初衷。大学的本质是学术组织,必须以培养人才和学术创新为目的,以科学精神为核心凝聚力来保持学术本身应有的超脱和独立。The elementary substance of Open University is interpretated as foundation and innovation.This foundation should not be separated from the history of distance education and it is viewed as inheritance and innovation of Radio and TV University. Open University is a product based on modem university system as its basic framework. Retumning to the essence of the university is the original intention of the national education system reform pilot. The essence is academic organizations, and personnel developent and academic innovation; scientific spirit is regarded as the core cohesion that maintains its academic detachment and independence.
