摘　　要：针对我国西部欠发达地区面临的跨越式快速发展和可持续和谐发展两大艰巨任务,本文首先深入考察了西部地区经济社会发展状况及产业组织模式,对集群生产和循环生产作了价值评判,从全人类的可持续生存和发展的终极价值出发,提出一种经济效益和生态效益统一优化的新型产业组织模式——循环产业集群模式。From the perspective of development ethics,this paper makes value assessment of two industrial organization patterns,i.e.the cluster production and circulatory production,for the underdeveloped western regions of China facing challenges in leapfrog development and sustainable harmonious development.Based on ultimate values of human sustainable survival and development,the paper has innovated another industrial organization pattern,namely,the circulatory industrial cluster pattern,with uniform optimization of economic benefits and ecological benefits.
