摘　　要：基于对产业集群概念的二维视角辨析,本文认为产业集群研究应该包含微观研究和宏观研究两个范畴,并据此提出国家产业集群政策错位的理论根源,即:以产业集群微观理论指导国家制定宏观层面产业集群政策。Based on the two-dimensional analysis of the industrial clusters＇ meaning,we believe that the research of industrial clusters should contain micro and macro parts,and also offer the theoretical root of dislocation of national industrial clusters policy,which means using micro theory of industrial clusters to instruct macro policy of industrial clusters.
